The Manitoba Branch of the Communist Party of Canada (Marxist-Leninist) held its Regional Conference from December 11, 1999 to January 15, 2000. The Opening Session of the conference was attended by delegates and invited guests. The agenda was the discussion of several position papers on the international, national and local situation, the state of the movement and modern definitions of human rights and democracy.
The position papers represented the summation of over six months of intensive discussions within
the Branch. Discussion on these issues continued in various forms and culminated in the adoption
of the Political Report of the Branch on January 15, 2000.
The delegates-only session on January 15, 2000 began with the dedication of the Regional
Conference to Comrade Hardial Bains, the founder and leader of our Party until his untimely
death on August 24, 1997. The delegates then discussed and unanimously adopted the Political
Report of the Branch and elected a new Regional Committee. The Secretariat of the Manitoba
Regional Committee was also unanimously re-elected. In the course of the work to prepare for the
Regional Conference, a number of new members came forward to join the Party. This growth of
the Party in Manitoba allowed the Branch to elect a larger regional Committee, with more women.
In addition to adopting the Political Report and electing the Regional Committee, the delegates
adopted a program of work for the upcoming period which has the aim of creating a fortress for
communism in Manitoba. A political/social evening is to be held on January 22 in order to
announce the decisions of the Regional Conference and to continue the discussion which has been
started.
